My friend told me that one can now buy cut flowers without restriction. Is this correct?

Your friend's statement is inaccurate. As mentioned last week, any non-food product which has had forbidden work done to it is forbidden according to many opinions. This would preclude buying perennials such as roses till Chanukah. In addition, any flowers planted by Jews during the sh'mittah year remain forbidden. However, by the end of Chanukah most types of annual flowers will already be available from eighth year planting. There are some exceptions. The list includes tulips, iris, lilies and others. These will only become permitted at Pesach time, or later.
